UNDER 17 COMPETITION

 

 RULES OF PLAY

2004/2005

 

PLAYERS MUST BE U17 ON 1ST SEPTEMBER

PLAYING OF OVER AGE PLAYERS IS NOT PERMITTED

           

 

•1.       Restrictions – Batting / Bowling / Wicketkeeping   

 

For the 2003/04 season including the finals the following restrictions shall be applied.  These rules shall be reviewed, modified or withdrawn at the Junior AGM held prior to the 2004/2005 season.

 

Batting:      A batsman compiling 50 runs shall retire immediately

  • a. At the completion of the “first innings” a not out batsman who scored 50 plus runs may re-commence batting.
  • b. The batting order for “not out” players shall be the sequence of retirement.
  • c. The innings is completed when the appropriate number of overs are bowled or time (11.30 – which ever the later) or the appropriate number of dismissals made.
  • d. The batting rules documented above are the same for a one day game except that the number of runs is reduced to 25.

 

 

Bowling:     A maximum 5 overs per player until all players have bowled their quota

  • a. A bowler may not necessarily bowl all of their overs in one spell.
  • b. In the event of a not out batsman returning to the crease to bat, any bowler may bowl.
  • c. The bowling rules documented above are the same for a one day game except that the number of overs is reduced to 3.
  • d. To ensure the maximum number of overs are bowled in a day 5 consecutive overs shall be bowled from each end prior to changing.

 

 

Keeping:    

  • a. The wicket keeper who commences the innings shall keep until drinks or 20 overs (10 overs in a one day game). He is then eligible to bowl. Proceeding keepers may swap during the innings but must not disrupt play by doing so.

•2.       Safety

  • a. All players, when batting, must wear protective helmets, gloves, pads and protectors. Failure to do so will deem the player to be retired.
  • b. No player shall be allowed to field less than 10 metres in front of the bat, or 5 metres behind the bat. (except the wicketkeeper)
  • c. A bouncer rising above the shoulder height of a batsman standing in his normal batting stance shall be deemed a “no-ball”
  • d. A full toss bowled above waist height of a batsman shall be deemed a “no-ball”.

 

  • Managers/Captains please ensure that you don’t use your first wicketkeeper to bowl fast at lesser batsmen.
  • Managers/Captains must ensure the safety of less experienced batsmen.
  • Managers/Captains should ensure less experienced/skilled players are given the maximum opportunity to gain practical experience.

 

 

  • 3. Conditions of Play

 

Two Day Matches
  • a. Play must commence at 8:45a.m. Before play starts, managers must exchange team numbers. Teams can play with up to 13 players if agreed to by managers. Batting and fielding numbers in excess of 11 shall be by the mutual consent of the managers. In the event one team has 11 players or less the opposing team can only bat 11 players. 11 fieldsmen may be on the ground at any one time. If for any reason there is a dispute, team sheets must be exchanged. If managers agree to play say 12 v 11, then for the purpose of the result then the score will stop at the fall of the 10th wicket. Game can then proceed so the maximum amount of cricket can be played.
  • b. Play shall finish at 11:30a.m. if a minimum of 40 overs have been bowled. An over in progress at 11:30a.m. must be completed.
  • c. The minimum number of overs to be bowled in one morning is 40 assuming the batting side is not dismissed.
  • d. If a team bowls more than 40 overs in the first morning they shall receive the same number of overs the following week if they are not dismissed.
  • e. On either day, if a team is dismissed during the course of play (unless it is 11:20a.m. or later), a 10 minute changeover is allowed.
  • f. If the team batting on the first morning is dismissed prior to 11:30a.m., the team batting second is entitled to receive a minimum of 40 overs on the second day plus whatever can be bowled until stumps on the first day (11:30a.m.).
  • g. Rain - Loss of Playing Time
  • i. In a two day game if 30 minutes is lost due to rain the game reverts to ordinary conditions of play (must be a decision).
  • ii. In a one day game if 15 minutes is lost due to rain the game reverts to ordinary conditions of play.
  • iii. If no play takes place on the first day of a two day game then that game shall be played as a one day game on the second week.

 

One Day Matches

  • a. Hours of play 8.:45a.m. to 11:30a.m. with a 10 minute break between innings
  • b. Batting time - 20 overs
  • c. Batsmen - 25 runs
  • d. Bowler - A maximum of 3 overs per player

 

 

  • 4. Umpires

 

Each team is responsible for supplying an umpire.  U17 players, in participating teams, are not allowed to umpire unless agreed to by managers.  Umpires can change at their convenience bearing in mind that each club must take responsibility for the umpiring standard. Umpires are responsible for starting and stopping games on time.

 

 

  • 5. Scoring

 

Each team will supply a competent scorer. Managers must check the scores at the end of play to balance. In case of dispute, the lower score is the final score.

 

 

  • 6. Results

 

For the purpose of maintaining a Competition Ladder, it is the responsibility of the managers to ensure that a full scoreboard of each game is submitted to the Northern Times and Cohuna Farmers Weekly by the Monday following the completion of the game.

 

 

  • 7. Listed Players

 

During the first round the following details must be submitted to the Junior Competition Secretary.  This is to assist in the selection of players for VCA Pathway Squads.

  • a. The Managers and/or Coaches name, address and telephone number;
  • b. A list of all players, including date of birth.

 

 

  • 8. Finals
  • a. Semi Finals will be played between 1st and 4th, 2nd and 3rd. The winners will play in the grand final.
  • b. Teams finishing 1st and 2nd will have preference to venues.
  • c. In the event of a semi final being disrupted by conditions (rain) the team finishing 1st and 2nd will proceed to the Grand Final unless they are defeated.
  • d. Independent umpires, if available, shall officiate during semi finals.
  • e. Independent umpires must officiate at the Grand Final.
  • f. All finals must be played on turf.

 

 

Finals cont.

  • g. Providing managers agree, 12 players are eligible to play in finals subject to the following conditions:
  • i. Each team must elect a designated batsman and a designated bowler (not the wicket keeper)
  • ii. Only 11 players may bat.
  • h. Finals Eligibility - a player must have played 4 weeks of home and away games to be eligible for finals.
  • i. Sub juniors may be permitted to play in any finals game with the consent of the U/17 executive.
  • j. The Grand Final shall be played on consecutive days - Saturday & Sunday with the following Saturday and / or Sunday reserved in the event of :
  • i. a full days play being lost due to bad weather; or
  • ii. two full days play being lost due to bad weather.

 

  • k. Providing agreement is reached between managers, a player of one team may play for the opposing team that they are competing against for the duration of that game.
  • l. A V.C.A. approved, two-piece ball shall be used in all games.

 

 

  • 9. Disputes

 

All disputes, if not solved or rectified by the parties concerned, will be handled by the executive of the N.D.J.C.A. whose decision will be final.

 

 

  • 10. Rule Changes

 

Any new rules or rule changes must be submitted to the Junior Association
Co-ordinator prior to 1st September leading up to the next season.

 

 

  • 11. Champion Cricketer Award

 

       At the completion of each season an award shall be presented to the Champion Cricketer.

 

       The points system used to determine the Champion Cricketer is detailed below:-    

 

                             1 point            -           Run

                                    15 points          -           Unassisted Wicket

                                    10 points          -           Assisted Wicket

                                      5 points          -           Catch

                                      5 points          -           Catch or Stumping by Wicket Keeper

 

 

 

 

 

 

  • 12. Ladder

 

  • a. The following points system shall be used for calculating the ladder:-

 

                            10 points        -           Outright

                                      6 points          -           First Innings

                                      3 points          -           Washout (per team)

                                      6 points          -           One Bye

                                      6 points          -           Second Bye

 

  • b. The following bonus points shall be used to determine team positions on the ladder for finals in the event of teams sharing equal points.

 

                             .015 points       -           Run

                                        .1   point          -           Wicket

 

  • c. In the event of a Bye (s) 6 points shall be allocated plus the average bonus points of the other games played that round.

 

 

 

 

  • A maximum 1 point for wickets can be allocated per innings
