The Association shall be known as the “Northern District Cricket Association Incorporated” (therein after referred to as the “Association”) and shall comprise such cricket clubs whose affiliations are from time to time accepted in accordance with the Rules herein contained. 2.0 Notification of Club Office Bearers All affiliate clubs shall at the Annual General Meeting of the Association provide the Association Secretary a full list of Club Office Bearers and nominated delegates for the coming season. The Association correspondence is now done with email. All clubs are expected to check emails at least once a week. 3.0 Annual General Meeting (A.G.M.) and Management Committee Meetings 3.1 The Association shall meet annually at a suitable venue decided by the current office bearers. The Association Secretary shall notify each club at least 14 days prior to the A.G.M of the date and venue of such meeting. 3.2 Office bearers shall be elected and will comprise a President, one Vice President, a Secretary/Treasurer, a Results Secretary and 2 nominated delegates from each affiliated club. These nominated delegates will form the Management Committee of the Association and be responsible for all the decisions of the Association except where otherwise provided for. 3.3 Each club shall appoint two of its members as its delegates to the Annual Meeting of the Association and ensure that it be represented by at least one of those delegates at each meeting requiring their attendance. 3.4 The President shall cease to be a delegate on election to office. However, he shall, if the occasion arrises, be entitled to a casting vote, as well as a deliberative vote. 3.5 The Vice President, Secretary and Treasurer may be delegates with the single voting privilege accorded to delegates provided that their respective clubs are not otherwise represented. 3.6 At each changing of the league secretary the outgoing secretary must provide the incoming secretary with the following information: · Details to keep the associations incorporation intact. · Details regarding the associations insurance. · A list of tasks the secretary is responsible for.
3.7 A quorum at the Annual General Meeting and Management Committee Meetings requires the presence of representative delegates of at least 50% of clubs. 4.0 Pennant Committee
4.1 At the Annual General meeting shall be elected a body of persons to be known as the Pennant Committee will be made up of five persons and shall at all times include the President and Secretary of the Association. The remaining three members will be elected by the meeting and must not include more than one representative from each club. 4.2 The powers of the pennant Committee will cover the general running of the Association in relation to: (A) Clearances (B) Match Permits (C) Fixtures (D) Wet Weather (E) Disputes between opposing clubs (F) Interpretation of the Model Rules and By-Laws to ensure that the objectives of the games are adhered to by all persons of the Association. (G) Appeals (H) Reports (I) Tribunal (J) Affiliation fees (K) Rules and or By-Laws – Non Compliance of (breach of), by players, Clubs or officials NOTE: Should a member of the Pennant Committee have a vested interest in the outcome of the dispute, etc. it would be desirable for him to take leave of the Pennant Committee whilst this matter is decided.
4.3 A quorum of the pennant committee will require 3 members to be in attendance. 5.0 Selection Committee At the Annual General Meeting there will be elected a Selection Committee consisting of 2 persons and the President who will be responsible for the selection of representative teams of the Association. 6.0 Club Affiliation Fees
6.1 Affiliated clubs shall be required to pay the Association an annual fee as set by the Association at its Annual General Meeting. Such fees will be payable by instalments, $250 on 15th Nov, $250 on 15th Jan and the balance prior to 28th Feb.6.2 Non Payment of affiliation fees shall be reported by the Association Secretary or Treasurer to the Pennant Committee who shall have the power to deal with the situation as it sees fit, including a fine or loss of points. If affiliation fees are late the club shall incur $10 fine. If more than two months late, a further $50 fine shall be given and a loss of 2 premiership points to all sides. 7.0 Registration
7.1 Each club shall submit to the Association Secretary a list of names and addresses, accompanied by corresponding signatures, of members to be registered as players prior to the commencement of each season; in subsequent seasons a player registered previously shall be automatically registered unless; (A) He is cleared to another club, (B) He has not played competitive cricket for one complete season. 7.2 Any player who has not played competitive cricket in the NDCA for one complete season shall be eligible for re-registration with any club without the necessity of obtaining a clearance. 7.3 Additional players may be added to a club’s list of registered players provided that: (A) The new registration is lodged with the Secretary prior to a player participating in his first game with a club, except where circumstances do not permit this, in which case the opposing captain must be notified prior to the match that an unregistered player is being played. And then the Name and address of that player must be put on the back of the match results so he can be registered with the Secretary. (B) The registration is lodged before the end of December in any season. 7.4 Registration of new players on or after January 1 in any season can only occurIf approval is granted by the pennant committee following an application from the player and club concerned stating the reasons for the requested late registration.Provided that any person who transfers into the district in his employment shall be automatically entitled to registration. (With Pennant Committee Approval after December 31st) 7.5 To be eligible for registration a player must be a permanent resident of the districtFor at least seven days. 7.6 A player who has played in any other cricket competition in the current seasonMust supply all relevant details with the registration application and have it approved by the Pennant Committee. 7.7 Once a player plays in any other cricket association he shall cease to be aRegistered player in the N.D.C.A. NOTE: Should a player attempt to use this rule to circumvent this Constitutions clearance regulations the Pennant Committee shall not grant re-registration to the player except to his last N.D.C.A. club.
7.8 No variation to these registration requirements is allowable except with just cause and the express permission of the Pennant Committee. 7.9 Any breach of these registration requirements shall be penalised as the PennantCommittee sees fit provided that such penalty will be one or more of the following: (A) Reprimand (B) Fine (C) Loss of match points 8.0 Clearances
8.1 All clearances applications are to be submitted in writing to the Association Secretary on the prescribed form. The clearance application is to be signed by the player and the Secretary or President of the proposed new club. After receipt of the application the Association Secretary shall notify the club, which the player has applied to be cleared from as soon as possible. 8.2 The Club from which the player wishes to be cleared shall advise the Secretary of their decision within seven days of the notification. Failure to respond to the clearance application within seven days will mean that the player is automatically cleared. 8.3 All players shall have the right of equal appeal to the Pennant Committee. Such appeals must be lodged within seven days of the rejection of clearance application. The Association Secretary shall then arrange to have the appeal heard by the Pennant Committee within seven days of receipt of such appeal. 8.4 The closing date for clearance applications in every season is December 31. All such applications must be received by the Association Secretary by this date. 8.5 No variation to these clearance regulations is allowable except with just cause and the express permission of the Pennant Committee. 9.0 Junior Players
9.1 Junior players are defined as cricketers who are eligible to play in the Northern District Junior Cricket Association (N.D.J.C.A.) and the Barham and Koondrook District Junior Cricket Association (B.K.D.J.C.A.) 10.0 Financial Administration
10.1 Audit Where possible the books of the Association shall be audited by a person or persons suitably qualified to carry out such an audit. 11.0 Life Members The Association shall have the power to elect Honorary Life Members. Such membership may be awarded to any person who in the opinion of the Association has rendered special service to the Association. This membership shall be awarded only on a 2/3-majority vote of delegates. 12.0 Applications for New Club Membership of the Association
12.1 Applications by new clubs desiring to join N.D.C.A. should be forwarded inWriting to the Association Secretary by August 1. Applications should be signed by both the President and Secretary of the new club and include all relevant details such as location of ground, type of wicket, financial position, membership numbers, etc. 12.2 The Association Secretary shall refer the application to the ManagementCommittee and the club delegates who will consider it and will report to the Special Meeting. 12.3 New clubs will only be accepted into the Association by a favourable 2/3Majority vote of eligible delegates present at the Special Meeting. 13.0 Alterations to the By-Laws
13.1 No part of the Association By-Laws shall be repealed, amended or altered in any way and no new section, sub-section or clause shall be adopted except at the Annual General Meeting or a Special General Meeting. A 2/3 majority of those present shall be required to change the By-Laws in any way. 13.2 The By-Laws may be repealed, amended, altered or added to at the AGM or anExtraordinary General Meeting. A 2/3 majority of those present shall be required to change the By-Laws in any way. 13.3 Any Proposed alteration, etc to the By-Laws shall be submitted in writing to the Association Secretary 14 days prior to the AGM and shall take the form of a “notice of motion”. The Association Secretary shall advise all clubs of the notice of motion at least seven days before the date of the Annual General Meeting and Extraordinary General Meeting. 14.0 Rules of Cricket
14.1 All matches shall be played under “The Laws of Cricket” as defined by the VCA rulebook and shall be under the Control and management of the Northern District Cricket Association, which may from time to time (as provided in section 13 of By-Laws) make any additions or alterations by way of a By-Law to suit local conditions. 14.2 Bowling Maximum Overs for Under Age Medium and Pace Bowlers (a) Definitions (i) Bowling Type: Bowlers of medium pace or faster (as determined by the umpires and broadly defined as one to whom the wicket-keeper would normally stand back, or one who is not considered a slow bowler). The umpires shall immediately notify the captains of both sides of each bowler who they determine should be treated differently to this broad definition. (ii) Players Age: The player’s age shall be determined as their age on 31 August preceding each cricket season (ie. Under-19 players will be 17 or 18 on 31 August; Under-17 players will be 15 or 16 on 31 August etc.) and the appropriate bowling limitations shall apply for the entire season. (b) Notification The team captain must indicate to the umpires on the team sheet each player to whom this playing condition applies and indicate their age. (c) Bowling Limitations Bowling limitations apply at the following ages: (i) Under-19: A maximum spell of eight (8) consecutive overs. A maximum daily allocation of twenty (20) overs. (ii) Under-17: A maximum spell of six (6) consecutive overs. A maximum daily allocation of sixteen (16) overs. (iii) Under-15: A maximum spell of five (5) consecutive overs. A maximum daily allocation of ten (10) overs. (iv) Under-14: A maximum spell of four (4) consecutive overs. A maximum daily allocation of eight (8) overs. (d) Length of Break (i) The break between spells is to be a minimum of 60 minutes (including the lunch and tea interval and any unscheduled breaks in play). (ii) A bowler who has bowled a spell of less than the maximum spell permitted for their age (defined in 30.2 (a) (ii) above) may resume bowling prior to the completion of the necessary break, but this will be considered an extension of the same spell and the maximum spell limit for that age of player shall still apply. Following the completion of the extended spell, the normal break of 60 minutes between spells will apply and the break within the spell is disregarded. (iii) If a change of innings occurs, and a bowler commences bowling in the new innings within 60 minutes of bowling in the previous innings, this will be considered an extension of the same spell and the maximum spell limit and daily limits for that age of player shall still apply. (iv) If any interval or interruption in play results in an over not being completed, then that part of the over bowled after the break shall constitute one over for the purposes of calculating the bowler’s spell and daily limits. If this over is completed at the start of a new day’s play, the over shall be considered the first over of a new spell for that bowler and the first over of the new daily limits. (e) Change of Bowling Type Where a bowler changes between medium pace (or faster) and slow bowling during a day’s play: (i) if the bowler begins with medium pace (or faster), the bowler is subject to the playing condition throughout the day. (ii) if the bowler begins with slow bowling and changes to medium pace (or faster), the playing condition applies from the time of the change, and all overs of slow bowling bowled prior to the change shall not be taken into account in either the current spell or the daily limit. (f) Management (i) It is the responsibility of the fielding captain to ensure that this playing condition is upheld. (ii) If the umpires become aware of breaches of this playing condition, when the ball is dead, they shall direct the captain to take the bowler off forthwith. If applicable, the over shall be completed by another bowler who shall have neither bowled the previous over nor be allowed to bowl the next over.Pura Cup (iii) Should a dispute or uncertainty regarding the application of this playing condition occur during play, the umpires shall make the final decision on its application based on information available from the scorers or other sources.
Bowling of high full pitched balls
(a) Any delivery, other than a slow paced one, which passes or would have passed on the full above waist height of the striker standing upright at the crease is deemed dangerous and unfair, whether or not is it likely to inflict physical injury on the striker. (b) A slow delivery that passes or would have passed on the full above shoulder height of the striker standing upright at the crease is to be deemed dangerous and unfair, whether or not it is likely to inflict physical injury on the striker. (c) In the event of a bowler bowling a high full pitched ball as defined in (a) and (b) above (i.e. a beamer), the umpire at the bowler’s end shall adopt the following procedure: (i) In the first instance the umpire shall call and signal No ball and when the ball is dead, caution the bowler and issue a first and final warning. The umpire shall inform the other umpire, captain of the fielding side and the batsman of what has occurred. (ii) At the first repetition call and signal No ball and when the ball is dead direct the captain of the fielding side to take the bowler off forthwith and to complete the over with another bowler, provided that the bowler does not bowl two overs or part thereof consecutively. (iii) Not allow the bowler, thus taken off, to bowl again in the same innings. (iv) At the first opportunity report the occurrence, with the other umpire and to the captain of the batting side and to the NDCA Pennant Committee which shall take any further action that is considered to be appropriate against the captain and the bowler concerned. Deliberate Bowling of High Full Pitched Balls If the umpire considers that a high full pitch which is deemed dangerous and unfair as defined in clause 14.2 (a) and (b) was deliberately bowled, then the first and final warning process shall be dispensed with. The umpire at the bowlers end shall: (a) Call and signal No ball. (b) When the ball is dead, direct the captain to take the bowler off forthwith. (c) Not allow the bowler to bowl again in that innings. (d) Complete the over with another bowler provided that the bowler does not bowl two overs or part thereof consecutively. (e) At the first opportunity, the umpires will report the occurrence to the captain of the batting side and the NDCA Pennant Committee which shall take any further action which is considered appropriate against the captain and bowler concerned.
15.0 The Competition The Association at it Annual General Meeting shall decide the number ofCompeting teams and shall fix the date for the commencement of theCompetition. 16.0 Disorderly Conduct Should any player conduct himself in a disorderly manner, dispute theUmpire’s decision or in any way mis-conduct himself whilst engaged in a match, the captain or executive of the opposing side or either of the umpires shall report the matter to the Association Secretary within 3 days of the alleged incident. Such reports shall be in writing and briefly specify the charges made and be placed before the Pennant Committee to be dealt with by it in ant matter as it considers fit. Any player so complained against may be liable to disqualification from taking part in any match or matches played under the auspices of the Association. The Decision of the Pennant Committee shall be final. 17.0 Disputes, protests and differences between clubs Any club may refer disputes, protests and difference between clubs to the Pennant Committee. It shall forward, in writing, particulars of the dispute together with a fee of $10 to the Association Secretary within 3 days from the day on which the alleged dispute, protest or difference took place. The afore mentioned fee will be retained by the Association if any matter is deemed to be frivolous. 18.0 Wet Weather The fitness of the wicket and/or ground for play shall be decided by the officially appointed independent umpire or umpires. If no umpires are appointed then the two participating captains shall decide. In the event of a disagreement, the opinion of a member of the Pennant Committee shall be obtained. The decision of the independent umpire(s) or pennant Committee member shall be final. 19.0 Wickets All matches shall be played on the wicket nominated by each team at the Annual General Meeting. Each club will nominate one wicket only and any intended change of venue must be approved by the Pennant Committee. 20.0 Umpires Except where official umpires have been appointed by the Association, umpires must be approved by the Captains of each competing side. 21.0 Balls
21.1 In all premiership matches the side fielding must provide a new ball to commence each first innings. A new ball may be taken to commence a second innings. In addition, a further new ball may be taken after the completion of 85 six ball overs in any innings. 21.2 The type of ball to be used will be as follows: A Grade: - A 4 piece ball is to be used for all A Grade games. B Grade: - A 2 piece ball is to be used for all B Grade games. 21.0 Late Starts 22.1 Late starts shall be reported by the Captains on the match result cards and referred to the Pennant Committee for whatever action it sees fit. 22.2 Any team not ready to toss the coin 15 minutes prior to the schedules starting time will forfeit the toss if claimed by the opposing captain. 22.3 Any team not ready to start play 15 minutes after the scheduled starting time will automatically forfeit the match on any days play. NOTE: For the purpose of By-Laws 22.2 & 22.3 a team must consist of at least seven (7) registered players. 22.0 Drinks Breaks
23.1 One drink break only may be taken mid way in each session provided that at least one hour’s play has been completed. 23.2 A drinks break should not exceed 5 minutes. 23.0 Clothing and Attire All affiliated teams in the competition shall be properly attired in white cricket clothing. Failure to do so will lead to a report by the opposing captain to Pennant Committee who shall have the discretionary power to act as it sees fit. This power may include a fine or loss of match points. Results and Points awarded 25.1 The results of matches shall be recorded on the following points system viz: Outright win if the winning team leads on the first innings 10 pointsOutright win where first inning a tie 8 pointsOutright win if the winning team is behind on the first innings 6 pointsOutright tie 5 pointsFirst innings 6 pointsFirst innings lead (these points to be retained if beaten outright) 4 pointsTie on first innings or draw 3 pointsOutright loss after tie on first innings 2 points 25.2 Bonus Points: 1) ALL GAMES: (1 & 2 Day Games) Bonus points for each run shall be 0.01 and for each wicket 0.2, in any innings. 2) 1 Day Games only a) 0.1 Bonus point awarded to the bowling side for each complete over that remains to be bowled if the batting side is dismissed before the schedule number of overs are bowled
b) 0.1 Bonus point award to the batting side for each complete over that remains to be bowled if the batting side makes the required score before the scheduled number of overs have been bowled.
25.3 Any team who receives a forfeit shall be awarded the same number of points as the team to gain the most total match points in that grade for the round whether it be a two or one day match. 25.4 Where commencement of a match is not possible due to adverse weather conditions a drawn result on the first innings will be awarded. The points awarded will be the average of the points (including bonus points) accumulated by the winning sides of the other game or games that are played. If all games are drawn due to wet weather then 3 match points and 3 bonus points to be awarded to each team. This point system also applies where the team batting second has not commenced its innings and the game is washed out. 26.0 Score BooksAt the conclusion of play in the home and away matches and at the end of each day’s play in the final series the captains of the opposing teams shall sign their opponents score sheet if satisfied to its correctness. If either or both captains are dissatisfied with the scorebook, notice must be sent by him or them to the Association Secretary within 3 days and the Pennant Committee shall adjudicate on the matter. 27.0 NDCA RESULTS PROCEDURE ALL GRADES - Under 17/B Grade & A Grade.
All responsibilities are with the WINNING TEAM. In the advent of a DRAW/TIE or WASHOUT, responsibility reverts to the HOME TEAM.
THE RESPONSIBLE TEAM MUST
- PHONE the Match Scores and Best Efforts (3 wickets for Bowlers and 50+ for Batters) to the league secretary BEFORE 5 pm Sunday. Failure to do so will incur a $50 fine.
- Take the CARBON COPIES from BOTH BOOKS to either the Cohuna Farmers Weekly or the Northern Times prior to 9am on Monday morning. Captains must ensure that all copies are legible and have all columns filled in correctly. If the scores are not printed in Tuesdays Northern Times/Wednesdays Cohuna Farmers Weekly as a result of the score sheets not being delivered, incomplete or unreadable, the club will be fined $50. Minor breaches, such as missing detail will attract a $25 fine.
League Votes MUST be written on the BACK of either copies and must be signed by the UMPIRE or BOTH CAPTAINS (if no league umpire has been appointed). Do a Match Report for the Newspaper. Importantly, WASHOUTS (even if the match never started) must be phoned through. If a match is cancelled due to weather etc, the HOME TEAM must make an effort to notify the Umpire (if one has been appointed). All FINES will be forwarded to CLUB SECRETARIES via email.
27.0 Declarations and Follow-On At any time during a match either side may declare its innings closed except where otherwise prohibited in these rules. The side which bats first and leads by 100 runs in a two day match, shall have the option of requiring the opposing side to follow on.28.0 One Day Games
29.1 A Grade:
On each day of a one day game play shall commence at 12.30 pm. Stumps shall be drawn at 6.30 pm except on specific circumstances provided for in these By-Laws. B Grade:
On each day of a one day game play shall commence at 1.00pm. Stumps shall be drawn at 6.30 pm except on specific circumstances provided for in these By-Laws. 29.2 A Grade: Tea break will be taken at the completion of the first innings and will be no longer than 20 minutes.
B Grade: Tea break will be taken at the completion of the first innings and will be no longer than 20 minutes.
29.3 Time shall be equally divided in these matches as prescribed in the following provisions. 29.4 A Grade: If the team batting first has previously completed its innings, the innings shall be compulsorily closed on the completion of the 45th six ball over. B Grade: If the team batting first has previously completed its innings, the innings shall be compulsorily closed on the completion of the 40th six ball over.
29.5 If the innings of the side batting first is compulsorily closed then the side batting second, if it is not dismissed, shall be entitled to bat only for the same number of balls as was bowled to the side batting first. 29.6 If the innings of the team batting first has been completed other than compulsory closure, then the team batting second, if it is not dismissed, shall be entitled to bat for the bowling of 45 six-ball overs in A Grade and 40 six-ball overs in B Grade. 29.8 Adverse Weather
